SOUTH EL MONTE, Los Angeles County — October 31, 2026. Two city governance measures on the November 3 ballot would change different parts of South El Monte’s political structure. Measure CL concerns lifetime city council term limits, while Measure RM concerns how the mayor is selected. Neither is an announced change already enacted before voters decide.
Measure CL: A lifetime cap of four full terms
Measure CL proposes limiting service on South El Monte’s city council to four four-year terms over a person’s lifetime. Its wording provides that serving an unexpired portion of a vacated seat would not count as a full four-year term, whether the person assumed that seat by appointment or through an election.
A yes outcome would adopt the proposed term-limit rule; a no outcome would leave the current term-limit arrangement unchanged. The measure summary and ballot language describe the four-term threshold. The rule should not be confused with a four-year limit; it concerns four full terms, potentially totaling 16 years.
Measure RM: Who would choose the mayor?
Under South El Monte’s existing arrangement, the city has a separately elected mayor and four other directly elected council members. Measure RM would return the city to five elected council members, who would choose a mayor from their own membership. That changes the method of choosing the mayor, not the total number of five people on the governing body. A yes outcome supports the change; a no outcome preserves the existing arrangement. See the Measure RM ballot summary.
Why the measures should not be conflated
A voter may have a different opinion about term limits and how a mayor should be chosen. These are two independent ballot questions, not one package. The city’s election documents page lists city attorney analyses and arguments associated with both proposals, allowing readers to study the exact provisions and competing perspectives.
The measures should not be described as passed, rejected or in effect before official results are available. California58 is presenting their proposed consequences in a nonpartisan manner.
